Checks shall include requiring drivers to make a declaration of collisions that occur while working.

FORS operators should document the organisational structure at operational team level where naming each individual is not practicable

M5 Communication Rewording of the driver’s declaration requirement to clarify that it is an annual declaration and for consistency throughout the Standard

Vehicle fleet

FORS operator should manage the transition to lower environmental impact vehicles. This should include conducting a fleet review

FORS operators should use this information to create a fleet replacement plan

Inspections and maintenance shall align with the operator licence and meet requirements of the DVSA Guide to maintaining roadworthiness

The person undertaking safety inspections shall be technically competent and operationally aware of safety standards

If the overall vehicle height is 9 feet 10 inches (three metres) or above, a height indicator shall be displayed in the cab showing the overall height of the vehicle and load in feet and inches.

Additions of the frequency of downloading vehicle unit and driver card data and identifying and dealing with missing mileage and unknown event reports shall be included in the procedure for obtaining, processing and analysing the relevant drivers’ hours record and vehicle unit data

Emissions, air quality, and environmental impact

Requirement title change to include environmental impact

Additions of diesel to AdBlue ratio, engine-idling elimination in accordance with relevant regulations and conducting basic due diligence to ensure that any low carbon fuels used are reputably sourced (such as through an assurance scheme) shall be included in the policy and procedures outlining the organisation’s commitment to environmental performance

FORS operators should calculate well-to-wheel fleet emissions annually, making use of the FORS Emissions Calculator or a FORS Approved alternative

O3 Road traffic collisions No change
O4 Passenger safety Where vehicles are accessible to disabled people, the driver of the vehicle shall be familiar and competent with any operated equipment.
O5 Specialist operations

Rewording of the requirement to clarify that the non-hazardous waste operations requirements apply to upper-tier waste license holders only and longer semi-trailers added to list of example specialist operations

For Longer Semi Trailers (LST), a procedure shall be in place, and formal notification to operate LSTs shall be evidenced.

O6 Security and counter-terrorism Merges the previous requirements of O6 and O7 into one requirement, no material change.

S2 Performance data

Rewording of the requirement to reflect development of FORS Emissions Calculator

Fleet well-to-wheel emissions data (GHG, NOx, and Particulate Matter) shall be calculated and reported using the FORS Emissions Calculator or a FORS Approved alternative

Annex 1 for drivers has been updated with FORS Professional Safe Urban Driving (SUD) and Van Smart (VS) training courses have been replaced with Safe Driving training course, and an addition of FORS Approved environmental awareness training programme or eLearning module to meet the mandatory FORS Professional Development requirements for drivers

Annex 2 for managers has been updated with FORS Practitioner module FP16 Introduction to decarbonisation mandatory training requirement added for Fuel and Emissions Champion and FORS Practitioner module FP15 Road traffic collision investigation optional training requirement added for Road Risk Champion

S6 Vehicle safety equipment

Rewording and additions that encourage evolving best-practice, but with limited additional requirements

For articulated vehicles, sensors shall be suitably positioned on the tractor unit to provide sufficient coverage but preventing activation solely on articulation of the trailer

Vehicles of Direct Vision Standard Three-star or above, or with equivalent Progressive Safe System through the London HGV Permit Scheme are considered to meet S6 blind spot vision aids requirements

FORS operators shall show consideration for the tolerance of cameras in older vehicles in their fleet replacement plans
